Although Boruto didn’t quite match the popularity of its predecessor Naruto, the series still boasts some exceptional characters worthy of individual scrutiny. In this piece, we delve into a particular category – Boruto’s antagonists. Even though Boruto’s villains failed to achieve the infamy of Naruto’s villains, they are impressive enough to warrant their own article. Here is a rundown of the top 15 Boruto villains, ranked by their character greatness.
15. Boro
Boro was one of the “Inners” of the Kara organization and a cult leader.
Within the realm of Kara, Boro was seen as utterly terrifying due to his extraordinary capabilities. Kawaki remarked that, in a way, Boro surpassed Jigen in terms of menace. Code asserted that Boro’s strength surpassed Delta’s, implying that one of them would be the next formidable adversary for Naruto after he defeated the Inner members of Kara.
Boru showcased mastery in the art of shurikenjutsu by expertly tossing them to create sparks. Moreover, Boru exhibited exceptional skills in taijutsu, engaging, defending, and countering Team 7 and Kawaki’s combined attack with forceful punches and kicks, showcasing his immense physical strength.
Boro proved adept at shurikenjutsu by accurately throwing shurikens to make sparks. In taijutsu, he was able to battle, defend against, and counterattack Team 7 and Kawaki’s joint attack with powerful blows, demonstrating his extraordinary physical power.
In simpler terms, Naruto managed to lift the teapot he was enclosed in using just one arm and hurled it far away. He also freed himself from Mitsuki’s snakes, picked him up, and slammed him forcefully onto the ground. Boro displayed remarkable endurance as he remained unharmed after a Rasengan hit his feet directly, and even after being violently struck by Kawaki’s arm, he quickly got back up without any noticeable effects.
Boro boasted remarkable agility, vanishing swiftly beyond the sight of enemies and capturing those trying to flee. Conversely, he showed an extraordinary resilience to pain, withstanding attacks from Team 7 and Kawaki that left visible wounds on his form, without betraying a hint of discomfort. Equipped with a rapid healing ability, Boro could mend any harm sustained in just seconds, and even purge toxins from his system.
14. Sumire Kakei

Born as Sumire Shigaraki, Sumire Kakei hails from Konohagakure as a Genin. During her days at the Academy, she was the top student in her class. Currently, she serves alongside Wasabi Izuno and Namida Suzumeno on Team 15. In addition to this, she assists Katasuke Tōno within the Ninja Science Tool Team.
Born with extensive training since childhood, Sumire exhibits exceptional stealth and versatility, making her an accomplished kunoichi. Her bond with the Gozu Tennō grants her the power to summon Nue for assistance. Moreover, she has demonstrated the ability to generate a type of dark chakra serpent, which she employs for diverse purposes, including offensive and supportive tasks.
Contrarily, Sumire demonstrated remarkable prowess in close-combat, even momentarily matching Mitsuki’s skill level. Yet, her most striking trait lies in her ability to deceive and manipulate situations, enabling her to assume a fresh persona. Simultaneously, she is adept at remaining unnoticed and elusive, effectively concealing herself from view.
Sumire has proficiency with Water Release jutsus, which allows her to construct barriers out of water to deflect attacks, produce multiple watery doppelgängers, and launch water balls. Furthermore, she is skilled in Fūinjutsu, a technique that can restrict an opponent’s movements and extend the reach of her abilities when combined with other users.
13. Garō

Garō was one of the “Externals” of the Kara organization.
Despite being unclear about his talents, Garō possessed impressive physical capabilities, effortlessly jumping multiple meters high. Equipped with Type 5 Shinobi Gauntlets resembling cannons on each arm, he was capable of firing potent Fire Release bullets that could be expanded, enhancing their destructive power.
Equipped with these gauntlets, he could shield against oncoming assaults, exert massive force to restrain, and pierce targets with his sharp talons. Besides the standard Shinobi Gauntlet version 5, Garō consisted of various gadgets, including “Enhanced Recoil Muscles” for increased pressure and a “Argos Unit.
12. Shojoji

Shojoji is a renegade ninja leader of the Mujina Bandits.
Even though much about Shojoji remains a mystery due to his exceptional rank in the Bingo Book, it’s clear that he’s an exceptionally formidable ninja. His mastery of Taijutsu is evident, as he effortlessly outmatches Boruto’s Shadow Clones. Despite his bulky build, Shojoji moves with surprising speed, swiftly thwarting Tentō’s suicide attempt and catching Boruto off guard.
Shojoji holds a unique power that allows him to assume the form of those he conquers, mimicking their voices and memories. Furthermore, his exceptional acting talent enables him to convincingly play the role of Yamaoka, making it impossible for anyone to suspect anything amiss.
11. Amado

As a passionate cinema enthusiast, I’d rephrase it like this: I was once a trusted associate within the shadowy Kara organization, part of their elite “Inners.” However, I made a dramatic shift and defected to Konohagakure. To secure citizenship and protection under the watch of the Seventh Hokage, I cleverly maneuvered through various deceptions. Now, I find myself working side by side with Katasuke Tōno on the Ninja Science Tools Team.
In the realm of Kara, Amado is renowned for his extraordinary capabilities, bordering on monstrous. Moreover, his speed is remarkable; he can swiftly move and reach Shikadai within a blink of an eye to bind him, right after breaking free from paralysis.
10. Ao

Once upon a time, I was a retired ninja and esteemed figure hailing from Kirigakure, renowned for my service in the Hunter Ninja unit. I had the honor to serve as a bodyguard for the Fifth Mizukage, and held command over the Sensor Division of the Allied Shinobi Forces during the Fourth Great Ninja War. In my later years, I became one of Kara’s Outer members, dedicating myself to their cause.
With years of service in Kirigakure’s elite ANBU Ninja Hunters, Ao had honed exceptional tracking skills and a deep understanding of the human anatomy. His agility and reflexes were remarkable, allowing him to swiftly catch and redirect thrown weapons like the Kama even before they could strike from behind. These talents made him a trusted bodyguard for the Fifth Mizukage.
He possessed extraordinary combat abilities, proven by his survival in a fight against Shisui, an exceptionally intelligent shinobi who was renowned as a genius among the Uchiha. Additionally, he is the only one on record to have survived the impact of the Ten-Tailed Tailed Beast Ball.
After undergoing rehabilitation, Ao’s medical condition and the injuries he sustained left him unable to execute Taijutsu techniques. However, he retained exceptional reflexes and speed, demonstrating this by swiftly grabbing a screwdriver from Katasuke and threatening Boruto’s neck within mere seconds, all while immobilizing Katasuke and delivering a powerful kick to Boruto.
Despite his advanced years, Ao maintained an impressive strength that left Jonin-ranked ninjas such as Konohamaru, Mugino, and Katasuke in a difficult position; even forcing them to retreat with Team 7, resulting in Mugino’s death. Furthermore, Ao demonstrated remarkable endurance by surviving an onslaught of falling rocks with minimal injuries.
9. Kawaki

As a passionate cinephile, I find myself captivated by the character of Kawaki. Hailing from Konohagakure, he’s a Genin shrouded in mystery. His enigmatic persona holds the key to granting the ultimate dream of the Kara organization.
Despite the fact that much about Kawaki’s skills remains unclear, it’s evident that he’s a formidable combatant. He demonstrated this by knocking out Garō and defeating numerous Autonomous Puppets. So assured is he in his abilities that he feels capable of overpowering Garō, even when weakened, to the point of effortlessly ending Garō’s life upon activating his Karma.
In response to being acknowledged by Delta, Kawaki unleashed an explosion so powerful it would’ve annihilated Team Konohamaru if not for intervening factors. He possesses the ability to generate a potent shockwave from his own form, capable of carving out a substantial crater beneath him.
8. Code

Code is one of the “Inners” of the Kara organization and the failed vessel of Isshiki Ōtsutsuki.
In the world of Kara, Code is regarded as utterly formidable in terms of skills. His body has been enhanced using Ninja Scientific Technology by Amado. With this enhancement, Code boasts about his strength, claiming he surpasses Delta and asserting that either he or Boro would be dispatched to confront the Hokage next. Such is the power that Code possesses, it earned him the responsibility of guarding the Ten-Tails.
As Kawaki attests, his strength exceeds both Delta and Boro significantly. In Amado’s own words, his combat potential surpassed even Jigen’s, making him so powerful that a restraint was placed upon him to prevent him from disrupting the true leader’s authority. Despite this limitation, Amado implied that in a contest with Naruto, he would likely emerge victorious over the Hokage, especially after losing his Kurama.
7. Delta

Delta, previously an “Inner” within the Kara organization, was later reprogrammed by Amado’s defection to Konohagakure into a defensive weapon for the village of Konoha after her initial deactivation.
As a prominent figure within the Kara organization, Delta stands out as an exceptional ninja, often referred to as a masterful kunoichi. She is renowned for her astonishing abilities, which are said to be almost supernatural in nature, thanks to modifications made by Amado using Ninja Scientific Tools. When pitted against Naruto, even with him holding back, she proved to be a formidable opponent, making his capture significantly more challenging.
Delta boasts an impressive level of physical power, capable of kicking a table so hard that it shatters upon impact against a wall, and packing enough force in a single punch to damage part of a tree. Moreover, she can stand toe-to-toe with Naruto in his Six Paths Sage Mode, inflicting injuries on him with her powerful attacks.
She too boasts remarkable speed, nimbleness, and reaction time. In hand-to-hand combat, she’s skilled enough to pin Naruto down with a sequence of rapid, forceful kicks or isn’t shy about entering close quarters with him, offering a formidable challenge even for the Hokage, who is renowned as one of the greatest taijutsu practitioners in history. However, it was later revealed that she was restraining her true power.
6. Jigen

Once upon a time, Jigen was an ordinary human with no extraordinary traits and a physically weak body. Unsuitable for serving as a vessel for the powerful Ōtsutsuki clan, he led an unremarkable life as a novice monk. However, his destiny took a drastic turn when Isshiki Ōtsutsuki seized control of his body, making him into a vessel. Later, under the guidance of Amado and his Ninja Scientific Tools, Jigen’s power underwent an astonishing transformation, soaring to unfathomable heights and earning him a fearsome reputation for his formidable abilities.
In the grip of Isshiki’s power, Jigen’s physique demonstrated remarkable durability when Naruto, in Six Paths Sage Mode, delivered a kick to his jaw without causing any harm. His speed and physical prowess were noteworthy, as he effortlessly propelled Naruto over long distances, leaving the Hokage astonished.
I, Jigen, found myself under the control of Isshiki, and as a result, a black diamond mysteriously appeared on my chin – a symbol of the Karma he bestowed upon me, with the aim of reviving something or someone. Regrettably, my body couldn’t sustain the full force of this Karma, allowing Isshiki to merely tap into a fraction of its true potential.
As Jigen’s emblem became active, it elongated across his physique, appearing as black stripes; this caused a partial metamorphosis in Isshiki, where a horn grew on his head. This transformation seemed to boost his power, but there was a potential danger of overexerting Jigen’s body.
5. Shin Uchiha

Shin, not truly an Uchiha by clan affiliation, had previously been under Orochimaru’s influence and used as a guinea pig for genetic experiments. His goal was to resurrect Akatsuki and reignite global conflicts, believing this would spur human evolution.
In a nutshell, Shin proved himself to be an exceptionally skilled fighter and tactician, coming remarkably close to defeating Sasuke by orchestrating his father’s condition prior to Sakura’s arrival. In the ensuing confrontation with Sakura, he managed to hold his own, inflicting injuries upon her that left her drained, until Sasuke stepped in to lend a hand.
Shin had a remarkable genetic structure that enabled him to take in any genetic material – whether cells from tissues, organs, or even whole limbs – without his body rejecting it. Instead, he could seamlessly incorporate this new material into himself. This extraordinary trait gave Shin the ability to fully utilize any genetic alteration available to him.
As Orochimaru explains, this specific talent allowed him to develop clones that exist independently from himself and remain constant over time. Remarkably, these clones seem to share the same genetic alterations experienced by Shin.
4. Koji Kashin

Koji Kashin is a character who was fashioned as a duplicate of Jiraiya, crafted by Amado. He served among the inner circle of the Kara group, overseeing the vicinity surrounding the Land of Fire.
In the realm of Kara, Koji is viewed as exceptionally formidable due to his enhanced skills, engineered using Ninja Technological Devices by Amado. He often refers to himself as an assassin, distinguishing him from ordinary individuals. Notably, Isshiki acknowledged his exceptional abilities and potential.
With utter assurance in his skills, he effortlessly dispatched Victor. This confidence extended to his belief in overpowering Delta and even confronting a weakened Isshiki, hidden within Jigen, successfully eliminating the container.
Koji possesses techniques originally belonging to others, evident through his comprehension of the Detection Barrier’s characteristics. He is proficient in the art of shurikenjutsu, capable of launching a kunai before the target has a chance to respond, and swiftly discharging multiple shuriken.
3. Isshiki Ōtsutsuki

Isshiki Otsutsuki was part of the leading lineage of the Otsutsuki Clan. He temporarily occupied Jigen’s form before being revived, and while masquerading as such, he became one of the “Inners” and the head of the Kara organization.
Although the complete range of Isshiki’s powers isn’t clear yet, it was so immense that Jigen’s form couldn’t hold him completely, thereby restricting the power he could unleash. Interestingly, Kawaki’s body was chosen instead. In spite of this limitation, by utilizing his body along with Karma, he managed to overpower both Naruto and Sasuke who were fighting at their maximum potential.
As Kawaki notes, Isshiki’s abilities were on par with those of the Seventh Hokage, Naruto. Yet, Koji believes that Naruto might not have the ability to defeat him if his skills and strength during the battle against Delta were a true representation of his full potential. Similarly, Sasuke found Isshiki’s power intimidating, fearing the confrontation with him would be much more perilous. Given this looming danger, Sasuke chose to withdraw rather than engage in combat with him.
Ino Yamanaka was filled with fear as she sensed Isshiki’s chakra on the verge of dissipating, finding it incredibly ominous. He had keen senses that allowed him to detect Koji’s toad, a fact even Naruto missed. Conversely, he demonstrated the ability to levitate, absorb chakra, and seemed well-versed in sealing techniques like fūinjutsu, successfully trapping both Naruto and Kurama.
2. Kinshiki Ōtsutsuki

Kinshiki belonged to the principal lineage of the Otsutsuki Clan, acting as a paternal figure and loyal underling to Momoshiki Otsutsuki. He possessed immense power, alongside Momoshiki and Urashiki in the anime, leading Sasuke to suspect that they posed a greater danger than Kaguya had ever foreseen due to preparations she made prior to her arrival.
As an ardent admirer of cinematic combat, I can’t help but marvel at Kinshiki’s formidable skills. This Ōtsutsuki warrior was no ordinary opponent; he could single-handedly take on multiple Kage-level adversaries and even defeat a Jinchūriki. His Chakra was beyond powerful, and he had the uncanny ability to hover in mid-air, a sight that left many spectators awestruck.
In the grand arena of Konohagakure during the Chūnin Exams, Kinshiki demonstrated an astonishing level of physical strength. With just one swing of his arm, he shattered the entire floor, causing the entire facility to crumble beneath the force. Such power was a testament to his might, leaving everyone who witnessed it in awe and wonder.
Instead, he had an extraordinary talent for adapting all forms of Ninjutsu and converting Chakra into diverse weapons that he skillfully employed in close quarters. Moreover, he exhibited remarkable Sensor abilities, locating fragments of Kaguya’s chakra from distant lands. In the anime, Kinshiki displayed the capability to employ Space-Time Ninjutsu to instantly travel to any location.
1. Momoshiki Ōtsutsuki

Momoshiki belonged to the prominent Otsutsuki Clan family, constantly journeying to acquire Chakra for increased power and lifespan. Following his demise at the hands of Boruto Uzumaki, Momoshiki opted to possess Boruto instead by bestowing him with a Karma.
In the anime, Sasuke suspected that Momoshiki, along with Kinshiki and Urashiki, presented a more significant danger than what Kaguya had prepared for upon her arrival.
In the anime, Momoshiki boasted that he alone could’ve vanquished Kaguya. His power was so immense that he easily obliterated a world and all its inhabitants, despite noting they belonged to a relatively primitive civilization.
He demonstrated an impressive ability to stand his ground against several opponents at the level of Kage, and he even managed to overpower a perfect Jinchūriki. Upon consuming Kinshiki, he unleashed a formidable gust of wind that effortlessly severed the God Tree from its realm and defeated four Kages with remarkable ease. He was more than a match for Naruto and Sasuke in battle as well.
Being an Otsutsuki, Momoshiki was endowed with exceptionally potent Chakra and the aptitude for floating or hovering in mid-air. Additionally, he demonstrated some understanding of Seal Techniques, as suggested by his endeavors to extract Kurama from Naruto.
