The story begins with Rosward and his daughter Shalria monitoring Dias, a former slave who was once under their control, as he attempts to escape. Shalria displays a harsh side by shooting at Dias, only for the pirate captain Jean Bart to reveal himself as a demonic figure.
At the Human Auction House, Rosward and his children Charlos and Shalria encounter conflict when Charlos attempts to purchase Camie. Luffy steps in to prevent this, causing Rosward to threaten to summon an admiral. This plan is foiled by Sanji and Usopp. As events unfold, a dejected and defeated Rosward regains consciousness to learn of his son’s fate, prompting him to travel to the Heavenly Dragons’ gate on a rented slave named Kuma. Along the way, he acknowledges Kuma’s pain and resistance.
11. Saint Shalria

In a position of immense power as a World Noble, Shalria commands absolute rule, able to call upon an Admiral to enforce her decrees. However, unlike her elevated status suggests, she shows a fragile resolve, falling unconscious at the hands of Rayleigh’s Haki. Similar to other Celestial Dragons, she carries a gun, hinting at a murderous intent towards Camie. The extent of her marksmanship is unclear. Shalria first appears when her servant Devil Dias flees, dismissively ridiculing his cowardice before fatally shooting him after his amulet detonates. She later attempts to execute Camie at the Human Auction House but is foiled by Rayleigh. Outside the auction house, she reveals her fury at the Marines’ inability to stop the Straw Hats, vowing to capture them and force them to grovel for her forgiveness before leading them to eternal torment.
10. Saint Charlos

In his role as a Celestial Dragon, Saint Charlos wields immense, unrestricted power, allowing him to summon an admiral for defense if harmed. Though he boasts excellent vision, his physical strength is poor and he can be quickly felled by Luffy. Charlos carries a golden pistol, yet his aim leaves much to be desired, often missing his intended targets. Cruelty characterizes him as he cold-bloodedly slays civilians, abuses slaves, and even employs humans as mere means of transportation. His overbearing arrogance compels him to bulldoze a stretcher and demand a nurse marry him on the spot. Zoro bravely challenges him, but Jewelry Bonney steps in to prevent any confrontation.
Afterward, Charlos makes his entrance at the slave market where he buys Camie, the mermaid, for an astounding 500 million Berries. When Luffy attempts to free Camie, Charlos, filled with animosity towards fish-men, fires upon Octo, a fellow fish-man, causing Luffy to defend himself. Despite the looming presence of an Admiral, Luffy overpowers Charlos and rescues his kin. At a later point, Charlos, gazing from Mary Geoise, demonstrates a fascination with Shirahoshi.
9. Saint Pluming

In a more approachable manner: Just like other World Nobles, Pluming shows a haughty and self-important demeanor, demanding obedience and respect from the common folk. He’s not one to tolerate mistakes from his slaves, and if they become useless to him, he doesn’t hesitate to take their lives. Furthermore, Pluming is often depicted as a coward.
8. Saint Jalmack

In his role as a high-ranking aristocrat, Jalmack consistently exhibits cold-heartedness and disregard towards the less fortunate, swiftly eliminating anyone who dares defy him, including innocent children such as Sabo. He is frequently accompanied by three servants, whom he subjects to harsh treatment, and shows no qualms about enslaving others. 7. Saint Donquixote Mjosgard

As a high-ranking figure in his world, Mjosgard wields unchecked power, calling upon a naval commander to counter perceived dangers, sometimes even attacking fellow nobles without any outside interference. Although he enjoys the luxuries of his society, he demonstrates impressive physical prowess, surviving lethal underwater attacks that claimed the lives of his companions. Similar to other World Nobles, Mjosgard carries a firearm, using it to intimidate the inhabitants of Fish-Man Island and even shooting them for personal entertainment.
In Mary Geoise, he uses a spiked mace to chastise Charlos for his arrogance and mistreatment, highlighting the intricate relationships and power battles within the ranks of the World Nobles.
6. Donquixote Doflamingo

In the criminal underworld, Doflamingo, the head of Donquixote Doflamingo’s pirate crew and one of the Seven Warlords of the Sea, wields a substantial amount of power. His influence extends across multiple warring nations in the New World, making him a crucial middleman in the underworld dealings. After being defeated by Luffy, Doflamingo’s influence is so profound that it leads numerous countries to capitulate.
Known for his wide network of contacts, Doflamingo effortlessly obtained the Mera Mera no Mi, a powerful Devil Fruit, and a decade prior, successfully claimed wealth destined for the Celestial Dragons. However, because his father opted to live an ordinary life, Doflamingo lost his World Noble privileges. Upon killing his father at age 10, he was unable to regain his status at Mary Geoise, the residence of the World Nobles.
Even though he was stripped of his World Noble title, Doflamingo found a way to elude capture and uncovered the hidden treasure of Marie-Joie. This secret knowledge gave him the means to regain his Celestial Dragon privileges, which allowed him to control the world by employing strategies such as faking his resignation as a Grand Corsair and mobilizing the CP-AIGIS0 for his purposes.

Garling holds the position of the Supreme Leader for the Divine Knights, wielding power over them and having the capacity to make decisions, including reprimanding fellow World Nobles for unacceptable conduct. As a World Noble himself, he’s entitled to standard benefits and riches. Though details about his fighting skills are scarce, his command of the Divine Knights, a group that attracts Monkey D. Dragon’s attention, suggests that he is regarded as a powerful figure among the World Nobles.

In their position as top administrators of the World Government, subordinate only to Im, the Gorosei hold immense power. They oversee the World Government, the Marines, and CP0.
