Through numerous accolades from his fellow warriors, he gained significant power, even coming close to being named the Hokage. He frequently took on crucial responsibilities such as guarding Naruto and his seal whenever he appeared weakened. During his battle against Naruto and Sakura in the second phase, Naruto acknowledged that his skillset was comparable to Kiba’s, that he utilized his Sharingan more effectively than Sasuke, that he possessed taijutsu on par with Lee, and that ‘he displayed intellect equal to Shikamaru.

Her exceptional control over her chakra allows her to accumulate a vast amount of it in every part of her body, thereby enhancing her power.
Therefore, she possesses an extraordinary ability to shatter massive structures and penetrate Susanô’s armor – feats even the Fourth Raikage could not achieve, demonstrating her remarkable strength. Her legendary status is not only attributed to her physical might but primarily due to her unparalleled skills as a kunoichi healer across the planet. Her reputation as a master healer remains undisputed, as she swiftly mended Sasuke in mere moments using her ninjutsu.
His chakra control is exceptionally precise, demonstrating his exceptional proficiency with chakra. Moreover, she possesses a vast repertoire of healing incantations and knows their proper application. However, it’s in the realm of medicine that she will truly find her mentor, as Kabuto’s skills in this field are extraordinary, even surpassing Tsunade when she was at the zenith of her abilities. Furthermore, he has an impressive knack for rapid and efficient healing.
5. Minato Namikaze

Minato Namikaze, famously known as the “Konoha’s Yellow Flash,” was an exceptional ninja who served as Konoha Village’s Fourth Hokage. Enemy village ninjas were instructed to retreat upon encountering him. He shared his life with Kushina Uzumaki and was the father of Naruto Uzumaki. Today, he is revered as a legend.
As a passionate film buff, I’d say it like this: Among all the ninjas the world has ever seen, there was none more gifted than Minato. He was hailed as the Child of Prophecy, the world’s savior. His genius was legendary, even his master held him in high esteem. His abilities were so groundbreaking that not a single soul, not even the mighty Fourth Raikage, believed anyone could surpass him.
In their conversation, Anko lamented that the Fourth Hokage, Minato, is not here anymore to prevent Orochimaru from causing trouble. In combat, Minato drew inspiration from the Second Hokage, utilizing the same sensory skill and mastering the Flying Thunder God teleportation technique that Tobirama had invented. During the Fourth Shinobi World War, Tobirama Senju praised Minato’s abilities.
4. Hiruzen Sarutobi

The well-known figure known as Hiruzen Sarutobi, often referred to as the Shinobi Deity, served as the Third Hokage. Accompanying Koharu Utatane and Homura Mitokado, he studied under the first two Hokages, Hashirama Senju and Tobirama Senju. At the peak of his powers, it’s widely acknowledged that Hiruzen Sarutobi was the most formidable ninja within the village of Konoha. As Kabuto suggests, during his tenure as Third Hokage, Hiruzen was undeniably the strongest leader among all the Kages across the villages. Furthermore, Orochimaru himself expressed that if Hiruzen were ten years younger (essentially in his 60s), he would not have dared to attack Konoha because he wouldn’t stand a chance against Hiruzen’s immense power. This strongly suggests that Hiruzen was an exceptionally powerful ninja indeed.
Additionally, before passing away, Danzô, his longstanding adversary, claims he ran as far as he could but never managed to catch up with Hiruzen. True to his moniker “Professor,” he has mastered all Konoha’s techniques and boasts an extensive knowledge in the field.
