In Japan, the Public Safety Devil Hunter group is a government-managed and -funded organization of Devil Hunters. Essentially, they serve as an additional safety measure in contemporary governments. Their role includes taking down Devils when there’s a potential threat to the public, and resolving smaller incidents related to them. In the world of Chainsaw Man, these Devil Hunters play a significant role. This article will present the 20 strongest Devil Hunters from the series.
20. Tamaoki
Tamaoki served as a Devil Hunter within Miyagi’s Second Division, much like Kusakabe. His background is largely unknown, but given that he’s lasted this long without quitting, it’s safe to assume he possesses certain abilities.
19. Furuno

Furuno is a member from Tokyo’s Second Division, which is also known as Devil Hunters. During an operation at a building where the Katana Devil resides, you might spot Furuno and Shiina talking with Kishibe. Kishibe tells them that the police and Second Division will block off the first floor and ground-level entrances. He also warns them about the Special Fourth Division members, who are not well-known, but since he is the last known survivor from Division 2, it’s likely he has some special abilities.
18. Fushi

Fushi served as a Public Safety Devil Hunter. He was mindful enough not to bring his human companion, who also happens to be a devil, to public events due to their intimidating nature, demonstrating his thoughtfulness. Furthermore, he privately acknowledges his contentment with his intelligence, which is indicated by his IQ of 134.
17. Hirokazu Arai

As a devoted fan, I’d put it this way: Himeno may not be a master of his craft, but his unwavering passion makes up for any deficiencies. He showed genuine concern for his fellow team members, comforting Kobeni when her fear got the best of her and teasing Power to lighten the mood. Even going as far as offering Denji to a devil so that the rest could escape, demonstrating his cautious nature towards Devils and Denji.
Due to Himeno’s promise to kiss anyone who vanquished the Devil during their mission and her belief that unmarried women shouldn’t engage in such acts, Hirokazu – a person with strong moral values – grew worried. Besides taking care of his mother every evening after she comes home drunk from work, Hirokazu also considers himself adept at helping those who are ill.
Additionally, he helped Denji in the restroom after his nauseating kiss with Himeno. He feels remorse for his weakness, as he admires Denji and his skills as a devil hunter.
16. Subaru

Back in Kyoto’s First Division, Subaru was undeniably an exceptionally talented Devil Hunter – a fact acknowledged by all. Unfortunately, there’s no information available regarding his specific powers or skills, though it appears he was indeed highly competent at what he did.
15. Madoka

Madoka used to be a Hunter of Public Safety Against Demons until he chose to step down. He was among the rare individuals who survived after the hunters were ambushed by demonic allies known as Gun Devils, leading him to relinquish his role in the Public Safety division. Even though he survived, Madoka took a firm stand and departed when the conditions within the Public Safety Special Division grew too perilous for his comfort.
14. Yutaro Kurose

Little is acknowledged regarding Kurose, who was hinted to be highly proficient. He tended to feel anxious around Makima and possessed a robust accent. Remarkably, he shares a similarity with Michiko in having had a pact with the Punishment Devil; however, specifics about this arrangement remain elusive, and we cannot provide further details on this secondary character.
13. Michiko Tendo

As a fan, I can’t help but admire Tendo’s steadfastness in choosing not to be part of the special division. Much like Kurose, she seems to grow uneasy in the presence of Makima. What stands out to me is her display of emotional intelligence, particularly when she advises Kurose and herself to give Aki some privacy when they find him crying. While it’s known that Tendo has a contract with the Punishment Devil, the specifics of this arrangement remain a mystery.
12. Kobeni Higashiyama

It’s clear that Himeno thought Kobeni possessed hidden talent, but her shyness kept her from showing it off. However, this notion was proven correct when Kobeni single-handedly defeated Katana Man while in human form, causing Akane Sawatari to retreat. Kobeni demonstrated remarkable agility, as she skillfully dodged the Snake Devil’s tail attack and even scurried over his body, prompting the Katana Man to nickname her a nimble monkey.
11. Kusakabe

In a pact with the Stone Fiend, details of which remain unclear for Kusakabe, he holds an extraordinary power. By arranging himself within a certain circle and exhaling through a hole he’s made with his hand, Kusakabe can transform his adversaries into stone statues. The Stone Fiend’s power, as described by Kusakabe, is lethal due to its ability to inadvertently turn both enemies and allies into stone.
On his own, Kusakabe possesses the ability to draw a circle and harness its power on smaller circles. Accompanied by Kusakabe, The Black Devil disrupted and annihilated the Stone Devil before it could employ its abilities; therefore, it remains unclear how this interaction influences petrification.
10. Beam

The enigmatic character known as Beam, a minion of the Shark Devil, often finds himself in agreement with Denji’s outlandish ideas, even though they may seem ridiculous. This is due to the deep admiration and reverence he holds for the Chainsaw Devil. Instead of correcting Denji when he mistook the use of his chainsaw abilities to boost mobility, Beam backed Denji’s perspective.
The Shark Demon takes delight in battles, plunges headfirst into swarms of zombies with joy, and consumes them. Overwhelmed by fear at the prospect of confronting the Bomb Devil, he nearly retreated, but when cornered, he didn’t entertain the idea of giving up and instead persisted in the fight.
9. Princi

As a member of Tokyo Special Division 4’s Public Security Demon Slayers, I, Princi, often mask my true identity – the Spider Demon. While I usually appear as a human and maintain friendly relationships with people, my demonic nature can surface when I sense an unacceptable attitude from someone. In such instances, I unfortunately have no choice but to take their life.
She remained unfazed when the Man of Violent Confusion bewildered her, swiftly dispatching zombies without altering her stoic demeanor. The arachnid Princi possesses all the skills typical of a spider, such as walking on walls and using her spider-like limbs to wound enemies. Notably, Princi has been observed disappearing and resurfacing unexpectedly to launch surprise attacks against her foes.
8. Galgali

Contrary to his infamous reputation as the Gentleman of Violence, he maintains a friendly and honest demeanor. Known as the Web Demon, he was asked to depart from the premises following an unfortunate incident where he mistook another for an ordinary woman after defending himself against Beam in self-defense.
The Villain of Violence insists on retaining a significant portion of the original body’s brain, an anomaly for beings of his kind, devils. Intriguingly, despite this background, he expresses affection for serenity and calmness, and even carries memories from his past life as a human. Paradoxically, while he argues that donning a mask prevents him from eating, he takes pleasure in entertaining others since it allows him to taste food indirectly by observing their responses.
7. Power

In her original, demonic form, Power bragged about being so terrifying that fellow demons would scatter at her mere scent. However, this could just be an exaggeration on Power’s part. Power possesses the ability to control the blood flowing within her own body and transform it into weapons. Additionally, she can manipulate other people’s blood through physical contact, preventing them from bleeding excessively, albeit with great effort.
Power, a Fiend, has an unusual method of healing herself – consuming blood. Interestingly, she can also regenerate from minimal amounts of blood due to her Blood Devil powers. After her death, she can even absorb another more powerful Devil by ingesting its blood, which is a characteristic of the Blood Devil. This ability was used by Power when she merged with Denji’s body after being defeated by Makima, a testament to her unique capabilities. Despite not being among the highest-ranked protagonists, Power’s abilities are significant enough to be included on this list.
6. Himeno

A lady named Himeno, who belongs to the clandestine Special Section 4, often covers one eye with a patch. In secrecy, she harbors affection for a fellow called Aki and is determined to persuade him to abandon his role as a Devil Hunter, desiring a tranquil life together instead. The spirit of a Devil resides within her right hand, granting her the power to momentarily immobilize opponents or take a piece of her target when aiming. In a selfless act, Himeno is prepared to surrender herself entirely to her Devil, sacrificing herself in order to protect the members of her Section.
5. Angel

In terms of power, the Angel Devil ranks second only to Captain Kishibe in Division 4. However, his idleness hinders him. The Angel Devil’s wings are robust enough to deflect bullets and serve as makeshift barriers. This character possesses the ability to siphon human lifespans through direct contact. Prolonged touch will eventually result in the affected individual’s peaceful demise.
In this instance, Aki momentarily took hold of the Angel Devil’s hand, causing the Angel Devil to calculate that Aki had subtracted approximately two months from his total lifespan. The Angel Devil has the ability to transform these stolen lifespans into weapons imbued with extraordinary qualities. For instance, Aki’s katana, normally incapable of cutting through intangible entities like the Ghost Devil, can do so due to this supernatural enhancement.
4. Aki Hayakawa

Aki struck a deal with the Demon of Curses, receiving a blade that looked like a large nail in return. To wield this weapon, Aki had to sacrifice a substantial portion of his lifespan. In the heat of battle, Aki aimed the nail-like sword at some random part of his enemy’s body. As he murmured the word “fire,” the Demon of Curses appeared, swiftly flicking the back end of the blade, causing injury.
In my own words as an admirer, I’d say: “With a strategic three-stab using a nail, Aki triggers the Escape Devil, seizing his foe and dishing out colossal harm, ultimately claiming his life. Alas, having fallen out of favor with the Fox Devil, Aki finds himself in the clutches of the Future Devil, who’s confined by Public Security. In a deal struck out of necessity, he secures a contract to harness his powers, allowing the Future Devil to reside within his right eye and breathe life once more.
3. Makima

Makima exhibits a serious yet composed demeanor, evident in her measured explanations of the current state without showing excitement. She consistently projects a compassionate vibe towards Denji as he acclimates. However, she also displays a shrewd and manipulative side, using threats of destruction if disobeyed, while dangling the possibility of a romantic or intimate connection. The Control Devil yearns for increased power and is willing to go to any lengths to obtain it. She can be ruthless, ready to sacrifice innocent lives and inflict harm on others when necessary.
Makima is deeply enamored with Chainsaw Man, often referred to as the “demonic hero.” Her infatuation stems from his unique talent to extract the essence of a devil when he consumes them. She openly declared her ambition to subdue Chainsaw Man, harnessing his power to establish an “ideal” world devoid of fears. If she fails, she believes that being consumed by Chainsaw Man would be an extraordinary honor, considering it as an opportunity to become a part of the Chainsaw Devil.
Despite not openly stating it, Makima yearned deeply to spend the remainder of her life with Pochita and find joy together, for she struggled to forge deep bonds with individuals like herself, including her own Control Devil. In Part 2, Makima’s Control Devil reappears following her death, though its true power in this new form remains uncertain.
2. Denji

In the series, Denji serves as the main character. Following Pochita’s selfless act, he transforms into a Hybrid, which grants him entry into Public Safety as a Devil Hunter, known by his alias Chainsaw Man. Essentially, he is the human incarnation of the Chainsaw Devil. Growing up in severe poverty, receiving little education, and having an unconventional upbringing, Denji often comes off as sarcastic and naive. This can make him seem rude and harsh, yet childlike. Despite his flaws, he demonstrates a remarkable capacity for compassion towards others and is always ready to lend a helping hand to those in need whenever the opportunity arises.
Although the Chainsaw Devil might not be the sharpest tool in the shed, he’s clever enough to devise deceitful strategies to take down other devils. For instance, he once ignited himself and used the light to weaken Santa Claus, making him susceptible to being killed. Denji finds himself perplexed about his life aspirations now that he has fulfilled his basic needs and become a Public Safety Devil Hunter. He laments the fleeting nature of his dream’s manifestation and frets over the possibility of losing his capacity for compassion, bonding, and emotions.
As a film critic, I found myself deeply moved by the complex character development in Denji throughout the storyline. Initially, his yearning for affection and his hidden emotional scars were subtly portrayed, but as the narrative unfolded, these aspects became increasingly evident. To cope with his inner turmoil, Denji developed an emotional attachment to Makima that bordered on dependence. In a moment of vulnerability, he even confessed his desire to be her pet without reason.
Given his precarious mental state, Denji opted not to harm Makima but instead sought unity with her. This decision was driven by a desperate need for victory and acceptance, which led him to consume her at the conclusion of Part 1.
1. Kishibe

As a passionate film enthusiast, I’d say it’s clear that Makima considers Angel Devil and Kishibe to be the two most powerful members of Tokyo Special Division 4. Kishibe even goes so far as to label himself the strongest devil hunter out there. Not just any devils, mind you, but three devils deemed extremely dangerous are bound to him. In a surprising turn of events, Kishibe demonstrated such strength that he single-handedly defeated two devils working for Quanxi, who initially dismissed him as nothing special.
In the struggle for Kishibe, knives proved to be highly lethal. After dodging Denji’s attack, Kishibe skillfully plunged the knife into Denji’s back multiple times. Subsequently, he sliced Power’s neck and forced the blade through Denji’s jaw, penetrating his brain. His accuracy with a knife is impressive; he even managed to throw it across a tight gap and hit Denji on the head.
