What are Navigators?
Navigators serve as versatile backstage characters exclusive to P5X, fulfilling roles like boosters, debilitators, healers, and defenders. Some Navigator units primarily focus on enhancing allies, while others provide protective shields or weaken opponents. They possess both active and passive abilities, along with a Speed stat that determines their position in the battle sequence. Since they remain off-screen during combat, they cannot be targeted by enemy assaults.
Rather than other auxiliary characters, Navigators uniquely distribute a portion of their total attributes to their teammates. Specifically, they dispense 20% of their Attack, Defense, and Health points to every active member in the party. Regrettably, they cannot share their Speed stats with their comrades, but it significantly impacts their position in the battle sequence.
C Tier
Kayo Tomiyama (Code Name: Okyann)
“A 44-year-old housewife living close to the protagonist. Her Persona is Cleodora.”
As a fan, I find myself often using Okyann, despite her being in the C-tier due to her relatively low maximum ATK buffs and being outshone by other characters performing similar roles. However, she still offers unique benefits, such as increasing the Effect Hit Rate and intensifying the effects of my allies’ elemental debuffs. This makes her a valuable asset for teams that boast DPS units whose power scales with Attack and can inflict Damage over Time (DoT) effects, like Joker, Panther, Queen, and Noir. In end-game content, she’s particularly useful for clearing the initial challenges in the Velvet Trials, as she’s one of my early Navigators in the game. For those looking to progress quickly in the early stages, I recommend giving Okyann a try once top-tier Navigators become available.
B Tier
Miyu Sahara (Code Name: Puppet)
“A first-year high school student who has run off from her family. Her Persona is Nemertes.”
Puppet showcases her mid-tier capabilities primarily by employing a specialized toolkit that mainly concentrates on safeguarding teammates with shields. Unlike other Navigators, all of her abilities revolve around this aspect, offering slight defensive boosts and increased damage output when four or more Sea Guard units are present. As such, Puppet is an ideal choice for teams consisting of characters who excel in DEF, like Fox, and those with low HP, such as Skull. Furthermore, she harmonizes well with Leon, Yuki, and Cherish, who possess shield-casting abilities. Similar to Okyann, Puppet encounters challenges when tackling endgame modes. She falters in modes with limited cycles or turns, like Nightmare Gate, Sea of Mind Trials, and Astrolabe Trials. However, she thrives in prolonged battles, such as boss fights.

Riko Tanemura (Code Name: Wind)
As a seasoned third-year student, I juggle my responsibilities as the president of our school’s student council with managing our family business, all while embodying the character of Chiyome in my personal gaming world.
In the current rankings, Wind stands out as an A-tier character due to her potent buffs and debuffs. She’s the unique Navigator in the game that scales based on Speed, a factor that boosts her HP, ATK, and DEF when her Speed reaches or surpasses 100. Moreover, her high Speed stat amplifies the impact of her defense debuffs and increases damage output. Wind’s Vulnerability stacks not only intensify the offensive power of her team but also aid in breaking the defensive shields of opponents. When constructing a team, Wind can seamlessly fit into any team composition, even mono-element teams. In challenging end-game scenarios such as Nightmare Gate, Velvet Trials, and Astrolabe Trials, which involve enemies with multiple weakness shields, Wind demonstrates exceptional proficiency.
S Tier
Yumi Shiina (Code Name: Phoebe)
“A 26-year-old bartender in an underground bar in Shibuya. Her Persona is Urania.”
In the game Persona 5: The Phantom X, Phoebe stands out as one of the top Navigator units. She’s a power-up version of Okyann, with enhanced attack bonuses that can be boosted further through her Cocktail mechanic. When she mixes cocktails, they may offer a 120%, 100%, or 50% enhancement to allied elemental damage. This bonus applies to each primary elemental attack used by your team members. Although the cocktail mixtures are random, you can influence stronger cocktails by grouping characters with the same elements together, such as a Wind-based team consisting of Mont • Figure Skater, Wind • Vast, and Mona. You can also use Phoebe’s second skill to improve weaker mixes. Phoebe is versatile and can work with any team, but teams with two members sharing an element or a mono-element team are more beneficial. In end game modes, she performs exceptionally well in Nightmare Gate, where mono element teams are becoming increasingly common.
Futaba Sakura (Code Name: Navi or Oracle)

navigator Navi, or alternatively known as the Oracle, stands out among S-tier navigators due to her exceptional ability to impose vulnerabilities on numerous opponents simultaneously. Her toolkit alters enemies’ elemental resistance into standard resistance, and subsequently transforms standard resistances into direct weaknesses. If an enemy is already weak against the imposed weakness, they will sustain more damage from it, increasing from 1.25 times to 1.45 times. Navi complements a wide range of teams, but she shines particularly with high-DPS units that can deliver numerous strikes in a single cycle, such as Rin (Lion Dance), Violet, and Mont (Figure Skater). Furthermore, Navi thrives in endgame scenarios like Sea of Mind Trials and Astrolabe Trials, where she can inflict weakness on enemies lacking one initially, thereby reducing clear times significantly.
Conclusion and Final Recommendations
Starting from version 3.4, Persona 5: The Phantom X features five playable characters as Navigators: Navi (Oracle) and Phoebe are high-tier units rated five-stars, while Wind, Puppet, and Okyann are four-star units. It’s recommended to prioritize obtaining Navi (Oracle) when possible since she is a special character only available during rerun events. Phoebe, on the other hand, can be acquired through regular game banners or by losing 50/50 draws from limited banners. Given the game’s evolving meta favoring single-target damage with multiple hits, having these five starting Navigators will maximize your damage output. Additionally, you can import your Wind card set to Navi and Okyann card set to Phoebe for their Revelation and Universal Cards, respectively, with some adjustments to their main card stats.
To optimize benefits for free players or those with limited spending, we suggest accumulating multiple versions of all 4-star Navigators. This tactic is particularly useful in end-game content as it amplifies their abilities. For instance, in the Nightmare Gate game mode, where three teams are involved, each Navigator should be allocated to one team. As for sequence of improvement, prioritize Wind, followed by Puppet and lastly Okyann.
When using the Navigator tier list for Persona 5: The Phantom X, keep in mind that your personal playstyle and the resources you have access to should guide your decisions on where to focus your investments. Even lower-tiered Navigators like Puppet (B-tier) and Okyann (C-tier), if used strategically with proper team building and card stat optimization, can excel, especially during end game modes and content!
