In a final act of self-sacrifice, he summoned sharks and sealed us all within a watery prison. This drastic measure was taken to safeguard secrets about our ongoing war on Turtle Island, where Naruto and Killer B were stationed. During the battle with the Alliance, he utilized this technique to lessen the impact of the meteor Madara had dropped, thereby minimizing the damage.
Because of his unique Kekkei Genkai, he has the ability to combine Earth and Fire elements, demonstrating Lava Release techniques (as seen in a Naruto novel). Additionally, he can use Kekkei Tota to merge Earth, Fire, and Wind elements, creating the Dust Release. As a cinema enthusiast, I’d say: Despite possessing ordinary chakra levels, he exhibits an uncanny ability to strike at the perfect moment. His unique genjutsu, the Raikiri, transforms his hand into a lightning-fast blade. Moreover, he demonstrates exceptional skills in close combat and is proficient in wielding swords.
In addition to everything else, he mastered the use of his Mangekyo Sharingan, a skill that enables him to move objects and individuals into a pocket dimension called Kamui. He also learned its close-range form, known as Tsukuyomi, which allows attacks to bypass him. Plus, he was able to summon Susanoo immediately when Obito allowed Kakashi to use his eyes temporarily to defeat Kaguya.
If his energy levels from the higher chakras were more abundant, he’d undoubtedly rank higher among the most powerful Naruto characters.
23. Hiruzen Sarutobi

Hiruzen Sarutobi holds the title of the Third Hokage in the Leaf Village, earning him respect for his extensive knowledge of over two hundred genjutsu techniques. 21. Shisui Uchiha

Although Shisui didn’t appear alive in the series from the beginning, his impressive background endeared him to many fans. Known for being Itachi Uchiha’s best friend, Shisui shared an equal mastery in genjutsu. He was also renowned as one of the Uchiha clan’s top ninjas and earned the nickname “Shisui of the Body Flicker,” thanks to his expert use of the Body Flicker Technique that creates multiple illusions of himself.

It’s an unusual friendship born out of mutual understanding and respect, making B one of the most fascinating characters in this action-packed universe.
Regarding power, Killer B stands out as an incredibly strong being. His unique ability to employ Lightning Release enhances his attacks or increases his speed. Moreover, he exhibits a remarkable skill in wielding eight swords simultaneously through his unconventional fighting style. This prowess allows him to effortlessly overpower Sasuke and his organization, Kara.
He might appear simple-minded, but he’s savvy enough to retreat from a fight if he senses it’s becoming excessively risky for him. Additionally, his proficiency in managing his Tailed Beast allows him to envelop himself in a Tailed Beast Cloak, transition into its Version 2 form. Notably, he can also partially or entirely transform into the Eight-Tails itself, which has the potential to unleash a destructive Tailed Beast Bomb and exhibit an immense size and power.
19. Orochimaru

Initially appearing as a formidable adversary in the series, some viewers even speculated that Orochimaru might be the principal antagonist throughout. His character is eerily reminiscent of a serpent, reflecting in his menacing persona and abilities. He possesses the ability to summon snakes, has an elongated tongue similar to a snake, can stretch his body to resemble a long snake, manipulates snakes to form parts of his body, sheds like a snake as a form of Body Replacement Jutsu, and even transforms into one.
Orochimaru is skilled in numerous jutsus because he’s been on a quest to learn them all globally. This pursuit has led him to dramatically modify his physical form, transforming it into a serpentine creature with scales made of smaller white snakes, which is not his original form. He also possesses the ability to transfer his consciousness into other bodies to maintain his immortality. However, after obtaining White Zetsu, it appears that he’s achieved even greater mastery over immortality, possibly due to the Hashirama cells granting him an array of new powers, including Wood Release.
18. Jiraiya

Jiraiya, among the revered Sannin trio (which includes Tsunade and Orochimaru), was a strong contender for the role of Hokage, yet consistently declined the position. He is also the mentor to Naruto Uzumaki, who once held the title of Fourth Hokage. Known for his vast chakra reserves, Jiraiya can summon some of the strongest toads like Gamabunta. Although he isn’t a master of Sage Mode, he demonstrates skill in utilizing it to overpower three of Pain’s Six Paths.

Kabuto possesses a unique ability to tap into Nature Energy, which enhances his sensitivity towards adversaries and boosts his combat skills. Additionally, when injured or confined, he has the uncanny knack of leaving his physical form similar to Orochimaru. Moreover, through DNA manipulation, Kabuto can summon forth four distinct beings – Kimimaro, Sound 4, and even Orochimaru themselves, enabling him to utilize their distinctive moves.
Additionally, he developed resistance to the illusions of the Mangekyo Sharingan by means of an eyelid mechanism that provides him with a protective layer, similar to how a snake’s scales shield it.
16. Izuna Uchiha

As a devoted anime fan, I can’t help but share my fascination with the enigmatic character, Izuna – the younger sibling of Madara. Initially, Izuna, being among the initial wielders of the Mangekyo Sharingan, likely possessed immense power that made him formidable against the Second Hokage, a master of swiftness. Nevertheless, it’s clear that he fell short when faced with the Flying Thunder God Technique.
Despite the fact that Izuna appears strong, he’s not as powerful as his elder brother Madara, who ranks higher in our list of the most potent Naruto characters.

This Rinnegan enables shared vision across all six paths and bestows each with a distinct ability.

– The Naraka Path can repair the other Six Paths and steal souls, utilizing the Outer Path which Nagato can employ to resurrect individuals.
It’s been established that Nagato regains his strength significantly when he absorbs sufficient chakra, restoring his frail physique. Even without this boost, he effortlessly executes all the previously mentioned Six Paths of Pain techniques.

One of his most distinctive features is the Sharingan – a unique trait of his clan, which endows him with exceptional vision capabilities and the power to cast genjutsu if an enemy dares to meet his gaze. It’s this blend of good looks, intimidating presence, and extraordinary abilities that have earned Itachi Uchiha a special place among fans as one of the series’ favorites.
Additionally, he possesses the ability to utilize the Mangekyo Sharingan. This enables him to employ Tsukiyomi, an intense genjutsu that makes mere seconds feel like hours of excruciating torment. Furthermore, he’s mastered Amaterasu, a capability that allows him to incinerate his adversaries with unquenchable black flames when he gazes upon them. Lastly, he wields the potent Susanoo, a formidable entity that comes equipped with two exceptional weapons. The first is a reflective mirror shield that deflects all attacks, and the Totsuka’s Sword, which can imprison its targets in a realm of drunken dreams (this sword managed to defeat Orochimaru and Nagato with a single strike!).
Beyond these abilities, Itachi demonstrates a comprehensive understanding of the Sharingan, allowing him to employ Izanami – another potent illusionary technique that manipulates targets into altering their personalities based on the user. Obito Uchiha is currently leading Akatsuki under the guise of Madara, as they work together towards their shared goal of casting Infinite Tsukuyomi. Initially, Obito was depicted as a relatively weak ninja like Naruto at the beginning of the series. However, following his descent into darkness due to Madara’s influence and manipulation, Obito significantly increased his power levels.
As a follower, I possess the Mangekyo Sharingan, granting me an exceptional skill known as Kamui. Now, it’s time for me to utilize this unique time-space ninjutsu. With my single eye, I can absorb enemies within my vicinity. Additionally, I have the power to enter a pocket dimension myself or appear to pass through objects by instantaneously teleporting parts of my body into that dimension when under attack.
In his capacity as an Uchiha, he is skillful not only in ninjutsu but also with various weapons. He’s known for utilizing Fire-Style techniques. Upon transforming into the Jinchuriki of the Ten-Tails, it was a collective effort from Naruto’s companions to pull out the chakra of the Tailed Beasts from Obito. Once extracted, the combined strength of the Allied Shinobi Forces was necessary to rid Obito of these beasts.

The more gates he opens, the greater the enhancement becomes, fitting perfectly with his combat style. The Seventh and Eighth Gates imbue his attacks with such raw strength that they can discharge air pressure. It was his jutsu that propelled him into the Top 10 rankings; when he activated the Eighth Gate, he came close to defeating Madara, a feat possible due to its speed that seemingly bends space itself.

Fans pondered why he wasn’t the central figure, given these impressive skills. After all, he was equally skilled in shurikenjutsu, much like his brother.
Sasuke’s mastery over the Mangekyo Sharingan gives him immense power due to its capabilities, such as summoning Amaterasu and controlling its form and trajectory. He has also honed the use of Susanoo, a powerful entity he has perfected during the war. While Hagoromo may not have graced us with a spectacular fight scene, these accomplishments undeniably place him above his contemporaries in terms of power and influence.

Though she may lack outward signs or raw muscle power, she possesses a unique skill – firing bones from her hands that can instantly turn adversaries into ashes upon impact. Additionally, she wields an overpowering capacity to generate a colossal Truth-Seeking Orb (an artifact granting the user immense control over nature’s elements, as seen by Naruto, Obito, and Madara when they first obtained Six Paths powers). This orb can create a new dimension while simultaneously disintegrating anyone who encounters its rapidly expanding size.
