The Broken Lords, a faction from the original Endless Legend, return in Endless Legend 2 as the Last Lords. Don’t let the new name fool you, though – they’re still undead creatures fueled by Dust. Though they sometimes cling to notions of honor, their aristocratic past mainly shows up in how they take advantage of commoners – and by ‘taking advantage,’ we mean consuming their souls.
In Endless Legend 2, the main storyline for the Last Lords might require you to sacrifice your own people. This can be tricky if you’re new to the faction, as it involves a special game mechanic you might not be familiar with.

How to get foreign population in Endless Legend 2
The Last Lords won’t willingly harm their own citizens to gain more Dust, so you’ll need to acquire population from other sources – this could be from smaller factions or other major powers.
Let’s start with smaller groups. After you’ve secured a settlement and built a Lord’s Estate there, you can spend Dust in the city overview to add people from that group to your city. Alternatively, you can take people from settlements with your Estate built on them without spending Dust, but this could cause a revolt, forcing you to secure the settlement again.
Okay, so there are a couple of ways I’ve found to get pops from other empires. The first, and honestly the more direct way, is just to attack and loot one of their cities. After you sack it, you get the option to take some of their people as prisoners. But there’s also a tech called the Diplomatic Manse that lets you sign Migration Treaties with other factions. Once you do that, you unlock the “Population Buyout” option, letting you basically *buy* pops from them and add them to your cities…though, let’s be real, I usually use them for sacrifices. It’s a bit morbid, but hey, it’s a strategy game!
How to sacrifice population in Endless Legend 2
If your city has foreign residents, you can use the “Sacrifice Population” option in the city overview – it’s located next to the “Population Buyout” function. Besides completing a main quest that might require it, sacrificing population allows you to increase the number of your native Last Lords.
Every time you destroy two units, a Last Lord will appear in your city. These Last Lords can’t reproduce on their own, so they need to sacrifice living creatures to awaken more of their kind. They’re similar to the Necrons from Warhammer 40,000, except the Last Lords have only lost their physical bodies, while the Necrons have lost their souls as well.
You can only sacrifice members of your foreign population after they’ve been reclassified as Citizens. Artisans and Scribes will never be sacrificed. To change a pop’s category, just drag and drop them into the desired group.
