California’s new law requires streaming services—including Netflix, Hulu, Prime Video, and YouTube—to ensure their advertisements aren’t louder than the programs people are watching.
Governor Gavin Newsom signed the law on Monday, and it will go into effect in July 2026.
A common problem is that commercials played during streaming are often much louder than the shows or movies people are watching. This sudden jump in volume can be really disruptive and frustrating, particularly when people are trying to relax in the evening.
California State Senator Tom Umberg shared that the inspiration for the new law came from something that happened to him personally. He described how frustrating it is for parents when a loud streaming ad wakes a sleeping baby after a lot of effort to get them to sleep. Senator Umberg introduced Bill 576 in February to try and prevent this from happening.
This law builds upon the existing federal CALM Act, which has controlled excessively loud commercials on regular television since 2010.
Current laws don’t regulate the volume of ads on streaming services, and this new California law addresses that. Governor Newsom explained that it will prevent streaming platforms from playing commercials that are louder than the shows people are watching, saying, “Californians made it clear they don’t want overly loud commercials. By signing this bill, California is reducing that frustration across all streaming services.”
Loud commercials aren’t just irritating—they can wake people up, cause sudden reactions, and disrupt what they’re watching. Now, thanks to a new law in California, streaming services need to make sure their ads aren’t too loud and don’t spoil relaxing viewing experiences.
This law might also set a trend for the rest of the US. Because California is a major hub for entertainment, other states and companies could adopt similar rules to satisfy viewers.
