His proposed “two-tier” design would have a small, elite group of about 256 validators running the LMD GHOST fork choice in real time. These validators would be the quick-draw cowboys, swiftly picking the head of the chain. Meanwhile, a much larger group of validators, working on a slower schedule, would handle the more serious business of block finality, deciding which blocks are here to stay, like the old oak tree in the town square.
This separation could cut down on the number of communication rounds per slot, shorten block times, and allow the network to support a vast army of validators—think a million strong—without turning into a technological nightmare. Buterin also pointed out that this approach would make it easier to update or replace finality mechanisms in the future, without messing with the core chain-selection logic.
