Spanning all the globe’s seas, the Marines maintain a presence in various regions. Their smallest divisions, known as light branch branches, can be found even in the most perilous waters. The Grand Line is where their headquarters reside, with most of their forces concentrated there due to its notorious danger. This article will present a ranking of the 20 most powerful Marines in the One Ppiece universe, listed from weakest to strongest.
20. Tashigi
Tashigi is an expert swordsmaness, particularly skilled in swordsmanship. Following the timeskip, her skills have significantly improved; she’s become quicker and more nimble on her feet. She even managed to deflect a cannonball with her katana with remarkable accuracy and effortlessness. She’s climbed up the ranks and is now capable of engaging in battles within the treacherous New World. In her battle against Monet, they were fairly evenly matched, though Tashigi ultimately suffered defeat. She wasn’t intimidated by facing a Sea Warrior. Her weapon of choice is Shigure, and while her fighting style isn’t particularly remarkable compared to those employed by the most powerful swordswomen, she practices the Ittoryu school of swordsmanship.
19. Koby
Initially, Koby was not skilled in battle. However, it was his strong sailing abilities that earned him a spot on the crew, as Alvida mentioned. Throughout his backstory, we saw him training with Vice Admiral Monkey D. Garp. He demonstrated proficiency in swordsmanship, practicing with Helmeppo and Bogart.
In simpler terms, after the time jump, he climbed up the ranks to become a marine captain, gaining more authority over his subordinates. This new position significantly boosted his power, particularly his physical might, demonstrated by him effortlessly shattering a massive metallic orb with a single strike. Moreover, prior to these events, he had already demonstrated extensive understanding of the perils that lie in the Grand Line and the New World.
18. Z
Previously, he held the position of a naval officer with the second highest rank, only below the title of Fleet Admiral. As an admiral, he oversaw the troops within the navy and had the power to declare a ‘Buster Call’ on any potential threat. This authority could also be granted to other officials from the World Government. Upon his resignation, he forfeited these titles and powers.
Being an admiral signifies that he was bestowed the title of the World Government’s most formidable military leader during his era, standing as one of the strongest combatants within the government and Marine forces. He demonstrated remarkable agility in battle, even given his size and weaponry, and was capable of holding his own against Luffy, Zoro, and Sanji – individuals who were tutored by some of the world’s mightiest figures without any apparent difficulty.
17. Tsuru
Under Sengoku’s direct command, she served as Vice Admiral, holding authority over Marines of lower ranks. Not only does she possess the power to instigate a Buster Call alongside four other high-ranking officers, but among her fellow Vice Admirals, Tsuru stands out for her immense strength, even at an advanced age. Her reputation is well-earned, as she has played crucial roles in Garp and Sengoku’s pursuit of Gol D. Roger and Edward Newgate.
Tsuru exhibited such strength that Doflamingo felt intimidated even before he ascended to the position of one of the Seven Warlords of the Sea. This was evident in his haste to retreat during numerous encounters with the Donquixote Pirates across North Blue. However, when he discovered that Marines had captured a boy (who Tsuru incorrectly thought was Law) near Minion Island, his battleship beckoned and he decided to confront them despite the risks involved.
16. Onigumo
In his role as a Navy Vice Admiral, Onigumo possesses the authority to lead a Buster Call operation, accompanied by four other Vice Admirals. His swiftness and stealth capabilities allowed him to quickly apprehend Marco and apply seastone handcuffs unexpectedly. This bold move, when facing off against the commander of the 1st Division of the Whitebeard Pirates, demonstrated his unwavering confidence in his power.
Onigumo, through a mysterious power bestowed by a Zoan-type Devil Fruit, can morph his physique into a spider’s, sporting three additional sets of black arms that seem like extensions of his own hair and body. His torso also takes on the same animal form. With his original two arms and the six added by this power, Onigumo can handle eight swords much like Hyouzou does with hattoryu.
15. Momonga
In his role as a Vice Admiral within the Navy, he holds power over Rear Admirals and their subordinates. His command is met with deep respect by those beneath him due to his battle prowess. He demonstrated an impressive display of strength when he defeated Luffy at Marineford. Although this event was not considered canonical, it’s worth noting that he engaged in a fierce standoff with Doma, a legendary and formidable pirate from the New World.
While waiting to collect Hancock at Marineford, he managed to slay a Sea King from within its body. Similarly, he found a way to resist the influence of Hancock’s Devil Fruit by deliberately wounding himself with a knife in the hand, leveraging the pain to counteract the desire that left his crew paralyzed around him. Hancock attributed her immunity to his power to her prior experiences.
14. Vergo
Serving as second-in-command to the Donquixote Pirates’ leader Doflamingo, Vergo stood among the most influential and potent figures within his gang, overseeing eleven other officers and more than two thousand soldiers. This made him a highly powerful individual, displaying self-assurance in his abilities, such as when he was certain of his victory against Trafalgar Law – a pirate with enough strength to potentially become a Warlord of the Sea himself.

His blows seemed to bounce off the boy rather than inflict any meaningful harm. To put it simply, Vergo was merely playing cat and mouse with Smoker, a game he clearly had no intention of losing.
Moreover, I can’t help but be astounded by Vergo’s destructive capabilities even at such a tender age. A mere flick of his wrist was enough to set ablaze an entire city, demonstrating a level of power that is truly awe-inspiring. In the world of cinema, such a performance would undoubtedly earn a standing ovation, and in this narrative, it serves as a stark reminder of the depth and complexity of the characters we encounter.
13. Tokikake / Chaton
In his role as Vice Admiral, he commands lower-ranked sailors. His nomination for the post of Admiral demonstrates exceptional skills not just among fellow Vice Admirals, but also across the naval ranks. To fulfill his duties effectively, he should be proficient in using the power known as Haki.
12. Gion / Momousagi
In her role as Vice Admiral, she has led the Marine’s lower-ranked troops with great skill and determination. Her leadership qualities have made her a strong contender to ascend to the rank of Admiral, although she was not chosen for that position in the end. As a Vice Admiral, she possesses the ability to utilize Haki. Gion wields a sacred weapon known as Konpira.
11. Smoker
In his role as a Vice Admiral, he holds command over all officers who are ranked below him. He’s known for being an exceptional fighter, outmatching any Marine of the same rank due to his remarkable abilities in combat. His prowess has earned him a reputation as one of the G-5’s two most formidable Marines, alongside Vergo. During Luffy’s initial encounter in Loguetown, he came close to defeating Luffy, but Luffy’s father, Monkey D. Dragon, intervened and prevented his victory.
Following the gap in time, Smoker effortlessly navigated the gateway to the New World and arrived at Punk Hazard. Alongside his crew, Smoker successfully apprehended several pirates who had been liberated from Hody’s grasp. While on Punk Hazard, he engaged in combat with Trafalgar Law but was eventually overpowered.
After a time jump, Smoker easily got into the New World via Punk Hazard’s entrance. With his team, they captured pirates who were no longer under Hody’s control. On Punk Hazard, Smoker fought against Trafalgar Law but lost in the end.
Regardless of assuming Tashigi’s form, he successfully struck Luffy. Moreover, even though he hadn’t regained his original body yet, he effortlessly vanquished some of Caesar Clown’s subordinates. He also held his own against Vergo in a fairly balanced battle, despite Vergo’s superior Haki control. Interestingly, the true aim behind Smoker’s actions was to rekindle Law’s trust. However, he met his match when confronting another Sea Warlord, Donquixote Doflamingo.
10. Sentomaru
His combat technique resembles Bartholomew Kuma’s significantly, featuring a stance reminiscent of a sumo wrestler and delivering powerful blows using the flat of his hand infused with Haki. This unique skill enables him to inflict damage on Devil Fruit users just as effectively as ordinary individuals.
Despite his bulky build, he moves swiftly, matching Luffy’s regular speed and remaining unaffected by Usopp’s large smokescreen. Sentomaru wields a colossal ax that he primarily reserves for larger adversaries such as Chopper in his monster form. He has the ability to manipulate its various parts to serve multiple purposes.
9. X Drake
13 years past, when Drake served with the Barrels Pirates, he was their most formidable member. With his previous role as a Rear Admiral in the Marines, Drake possesses an intricate grasp of the World Government’s inner workings. This understanding allows him to skillfully evade threats and forecast Marine actions.
Apart from this, it’s worth noting that he is well-versed in the might of the Pacifistas and the intellect of Vegapunk. His extensive knowledge could potentially magnify his perilous nature. Moreover, he demonstrates a high level of intelligence by tactfully intervening in the skirmish between Killer and Urouge, as he understood that their conflict would only provoke the antagonism of their adversaries.
Another instance showcasing his intelligence was his ability to convincingly play the role of a pirate loyal to one of the Four Emperors, all the while secretly sending updates on any new information to the Navy, until his betrayal was uncovered.
8. Aramaki / Ryokugyu
As a high-ranking naval officer, Admiral Aramaki wields command over all subordinate soldiers and holds the power to invoke a Buster Call in any region he deems necessary, as well as dismiss any Sea Warlord from their position. In battle, Ryokugyu, like the other admirals, represents the World Government’s peak military strength – essentially, they are the strongest fighters the government can deploy, which makes Ryokugyu one of the most formidable fighters globally.
It was Doflamingo who labeled both him and Fujitora as “exceptional” within the Marine ranks. Not only did he manage to defeat King, Queen, and other prominent members of the Beasts Pirates, but he also handled them effortlessly. However, it should be noted that the pirates were still reeling from the injuries they sustained during the prison breakout at Udon and the attack on Onigashima just a few days prior, which may have affected their ability to fully recover or respond effectively.
7. Kong
During his tenure as the Admiral of the Marine Fleet, he held supreme authority within the organization, functioning under the World Government. Now, in his capacity as Commander-in-Chief for the World Government, he is their employee, wielding power over the Navy and all agents, including the Seven Sea Warlords, representatives from Enies Lobby and Impel Down, and Cipher Pol.
As per the structure of the World Government, his power ranks just below that of the Five Elders and mine. Being higher up than a Vice Admiral, Kong is believed to possess Haki, a power said to be held by all Vice Admirals. However, he hasn’t demonstrated its usage yet.
6. Kuzan / Aokiji
As the Admiral of the Marines, Kuzan held supreme command over all his subordinates and possessed the power to initiate a Buster Call in any territory he deemed necessary, as well as to depose any warlord from their position. Impressively, Sengoku recommended him directly to the Commander-in-Chief of the Government for the role of the next fleet admiral.
Once he left the Marines, he forfeited all his benefits and power. As an Admiral, Kuzan was highly respected as one of the top three most powerful combatants within both the Government and the Marine forces.

Leaving the Marines meant giving up all his perks and authority. Kuzan was a big deal, ranked among the three strongest fighters in the Government and the Marines due to his position as an Admiral.
During earlier periods, he proved his prowess in battles against renowned pirates like Jozu, leader of the third division of the Whitebeard Pirates, whom he defeated by accident; Doflamingo, who opted to evade direct confrontation with a former admiral; and even the mighty Whitebeard. Prior to the timeskip, he could effortlessly defeat Luffy and the Straw Hat Pirates single-handedly. He appears to have exceptional skills in stealth, as he managed to materialize before Doflamingo without him noticing his presence.
5. Issho / Fujitora
As Commander of the Marines, Issho wields ultimate power over all ranks below him, empowered to initiate a Buster Call operation at any location he deems necessary and dismiss any Sea Warlord from their post. Given his position, his leadership skills are exceptional, as evidenced during the events that unfolded in Dressrosa.
As an admiral, Issho stands among the top three formidable individual combatants – increasing to four when accounting for the current fleet’s admiral – recognized by both the Government and the Marines. His prowess is so great that Admiral Sakazuki relied on him to neutralize Monkey D. Luffy and Trafalgar D. Water Law, two exceptionally skilled pirates with high combat levels.
As Doflamingo states, he and Ryokugyu are regarded as two incredibly powerful individuals in terms of strength. Notably, they were able to defeat Jack, one of Emperor Kaidou’s top three lieutenants, alongside Sengoku and Tsuru. One of the most striking demonstrations of this admiral’s remarkable combat skills is that he was able to engage in battle with Sabo, the Revolutionary Army’s second-in-command and chief of staff, and emerge with only minor injuries. Additionally, during the climax of the Dressrosa arc, he managed to significantly outsmart Luffy, although Luffy didn’t utilize his more advanced techniques at that time.
4. Borsalino / Kizaru
As Commander of the Marines, Borsalino holds supreme power over all subordinates beneath him. He has the privilege to instigate a Buster Call in any region he deems necessary, and can also dismiss any Sea Noble from their position. His exceptional leadership skills were evident during the Great War, as demonstrated by his actions.
As an Admiral, Borsalino wields immense power as one of the top three formidable individual combatants in both the Government and the Marines. Merely his arrival at the Sabaody Archipelago incites widespread dread among pirates, even the eleven Super Rookies.

3. Sakazuki / Akainu
Among notable characters in the New World, Sakazuki is infamous for his cruelty and ruthlessness, causing terror among any pirates who cross his path. Following the Summit War, Van Augur spotted Sakazuki on a pirate vessel for negotiations. Blackbeard, despite possessing the powers of the Gura Gura no Mi and fortifying his crew with some of the world’s deadliest criminals, chose to promptly retreat from the encounter, aware of the dire consequences of engaging him in battle.
Beyond just showcasing his incredible physical prowess, Sakazuki is also known for his exceptional manipulative skills. He leverages his eloquent speech and persuasive powers to deceive his adversaries into complying with his wishes.
For instance, he pretended to empathize with Squard and exploited his animosity towards the deceased Pirate King to sway him, ultimately causing a breach of loyalty to Whitebeard. Moreover, he skillfully manipulated Ace’s dedication to her captain by mocking Newgate, which instantly provoked the commander and resulted in him being captured with ease.
2. Sengoku
In his previous role as a Fleet Admiral, Sengoku held unquestionable authority over all Marine operations, from ordering a Buster Call to bestowing that power upon others. Only the Marines’ Five Elders and Commander-in-Chief Kong wield greater control over the Marines than him. Given his past position, Sengoku is privy to the secrets of the Will of D. and the Void Century.
In his role as inspector general, Sengoku’s main responsibility is to seek out new personnel and train them effectively. Moreover, he proves himself to be an exceptional military commander, as evidenced by his actions at Marineford. He displays remarkable strategic and organizational skills, such as the ploy to make Squard wound Whitebeard and his “Siege of Wall Plan,” which, when combined with Admiral Sakazuki’s Ryusei Kazan, successfully challenged the Whitebeard Pirates and their allies.
I was often known as “The Strategist Sengoku the Buddha,” a fitting title indeed. Gol D. Roger held me in great esteem, for after vanquishing a band of Marines, he remarked that I was one of merely two Marines worthy of his attention – the other being Garp.
1. Monkey D. Garp
In the film “One Piece Film: Z,” Vice Admiral Garp maintains his rank despite being an instructor for younger Marines post-war. This might be due to his decision to retain his titles, similar to Sengoku and Kong. Renowned Marine hero Garp, who frequently cornered the Pirate King Gold Roger, is respected by Whitebeard for his strength, being recognized as one of the few who understand the ancient seas.
Regardless of his advanced age, Garp remains a remarkably potent and imposing figure physically. He boasts remarkable physical strength and endurance, demonstrating this by withstanding the attack from Luffy in his Gear Second form at Marineford, despite the decline in his abilities over time.
