Who Is the Main Villain in WONDER MAN? The DODC, Explained

Wonder Man is a unique Marvel series that doesn’t quite fit the typical superhero mold, despite its main character, Simon Williams (Yahya Abdul Mateen II), possessing amazing abilities. Instead of a straightforward hero-versus-villain story, the series focuses on the U.S. Department of Damage Control (DODC) monitoring Simon, who they see as a potential threat. They enlist the help of actor Trevor Slattery (Ben Kingsley) to spy on him, hoping to find evidence that justifies capturing him. The show leaves you wondering, though: are the DODC truly villains, or are they just trying to keep people safe?

We First Met the Department of Damage Control in Spider-Man: Homecoming

As a huge Marvel fan, I always get a kick out of spotting the little details, and Damage Control is one of those things that’s been subtly building for a while. You actually see a quick mention way back in the first Iron Man – it’s just a news ticker talking about them cleaning up after the fight with Iron Monger, which is totally their job in the comics. But their first real appearance in the MCU, in my opinion, is in Spider-Man: Homecoming. There’s a flashback to the Battle of New York after The Avengers and you see them cleaning up and grabbing all the alien tech. Then, in Spider-Man: No Way Home, they finally get a proper face with Agent P., played by Arian Moayed. He’s the one grilling Peter Parker after Mysterio outs him as Spider-Man. He ends up taking Peter and his friends, MJ and Ned, into custody and questioning them. They even had a quick cameo in She-Hulk, too!

Damage Control Reappears in Ms. Marvel

Agent Clearly appears in three episodes of Ms. Marvel, where he’s assigned to investigate the emergence of a new super-powered person in Jersey City. However, his investigation is largely clumsy and misguided. He’s determined to portray Ms. Marvel – unaware she’s actually teenager Kamala Khan – as dangerous, even dismissing accounts of her heroism. Despite being told she saved someone’s life, he disregards it. He even authorizes a team of armed agents to enter Kamala’s high school, disobeying one of his own agents. This action fails to result in any arrests and ultimately damages the DODC’s public image. Because Agent Clearly is the public face of the DODC within the MCU, the organization is presented as controlling, quick to use force, and prejudiced.

The Role of Damage Control in Wonder Man

In Wonder Man, Damage Control seems to have shifted its focus from cleaning up after superhero battles to preventing problems before they start. They’ve been watching Simon Williams for a long time, noticing the trouble he seems to attract. When Trevor Slattery returns to the US, they arrest him but offer a deal: if he befriends Simon Williams and proves he’s a dangerous individual with enhanced abilities, they’ll let him off the hook for his past crimes – specifically, impersonating the terrorist Mandarin in Iron Man 3. Slattery, unwillingly, accepts the arrangement.

Despite their rocky start, Trevor starts to see Simon as a real friend. Trouble strikes when Simon accidentally causes a lot of destruction on the set of Wonder Man, leading the DODC to think they’ve finally found the culprit. However, in a surprising and funny twist, Slattery reveals a recording of himself pretending to be the terrorist known as the Mandarin, claiming responsibility for the damage. This leaves Damage Control and Agent Clearly looking foolish once again.

Simon Williams escapes arrest and becomes a movie star, leveraging his powers as Wonder Man. The Department of Damage Control (DODC) imprisons Slattery in a new, high-security facility, but Simon quickly rescues him. It’s clear the DODC needs new leadership, as Agent Cleary isn’t proving very effective.

The MCU Future of the Department of Damage Control

With the X-Men joining the Marvel Cinematic Universe, the Department of Damage Control is likely to face increasing challenges due to the growing number of mutants. While the comic book version of Damage Control mainly cleans up after superhero fights, the MCU version could evolve to resemble other Marvel groups focused on mutant control. We’ve seen characters like Wonder Man avoid them, but Damage Control is sure to return. So far, they’ve been shown as a bit clumsy, but they have the potential to become a truly powerful and dangerous organization.
